How It Works

Council funded websites, paid for by the council

More new and growing businesses in North Wales are having their first website paid for through council and Welsh Government business support. The snag is that most web designers want a deposit up front, before the funding has been released.

WebUp® works the other way round. Once your council has approved the funding, we build your website and invoice the council directly when it's finished. You don't pay a deposit and you don't have to claim the money back.

Our normal terms are 50% at the start and 50% on completion, but for council and grant funded websites we're happy to be paid in full at the end by the council.

  1. Get the funding agreed

Speak to your council's business support team or Business Wales about help with a website. We'll email you a written quotation to attach to your application, and we're happy to talk to your adviser directly.

  2. The council raises a purchase order

The council sends WebUp® a purchase order for the agreed amount. We're already a registered supplier with Denbighshire County Council.

  3. We build it, the council pays

We design and build your website in the usual way, meeting you in person or by video call. When it goes live we invoice the council, quoting their purchase order number, and they pay us direct.

Website grants and business support in your county

Each council runs its own business support and the grant schemes change from year to year, so we've listed who to speak to rather than individual grants. Tell them you'd like WebUp® to build the website and that we're happy to be paid by the council on completion. Business Wales, the Welsh Government's business support service, also covers all three counties.

Questions & Answers

Council and grant funded websites FAQs

Can I get a grant for a website in Denbighshire, Flintshire or Conwy?

Often, yes, although the grant comes from your council, Business Wales or the Welsh Government rather than from WebUp®, and the schemes change from year to year. In October 2026 Denbighshire County Council funded a new business website through its Working Denbighshire Trailblazer programme, Conwy County Borough Council has run a discretionary Conwy Business Support Grant, and Flintshire County Council's regeneration team advises on business funding. Contact your council's business support team or Business Wales and ask whether website costs are eligible.

Does WebUp® invoice the council directly?

Yes. Once the council has issued a purchase order we build the website and invoice the council when it's finished, quoting their purchase order number and following the council's own supplier terms. WebUp® is already a registered supplier with Denbighshire County Council.

Do I have to pay a deposit if the council is paying for my website?

No. Our normal terms are 50% at the start and 50% on completion, but for council and grant funded websites we're happy to be paid in full by the council when the website is finished. If the funding only covers part of the cost, we agree how the balance is paid before any work starts.

How much does a council funded website cost?

Our prices are fixed: £500 for a one page brochure website, £800 for a 10 page standard website, £1,200 for a 20 page corporate website and £600 for a Shopify online store with training. Every package includes free hosting for the first year, a free SSL certificate for life, free logo design if required, copywriting, initial SEO and free updates for as long as we host the website.

What do I need from WebUp® for my grant application?

A written quotation. Tell us what you need and we'll email you a PDF quotation with a breakdown that you can attach to your application or hand to your business adviser. We can also supply any company details the council needs to set WebUp® up as a supplier.

Which areas does WebUp® cover for council funded websites?

WebUp® is based at 8 Ffordd Pendyffryn, Prestatyn, in Denbighshire, and meets clients face to face across Denbighshire, Flintshire and Conwy, including Rhyl, St Asaph, Denbigh, Ruthin, Mold, Flint, Holywell, Buckley, Connah's Quay, Llandudno, Colwyn Bay and Abergele. Council and grant funded websites elsewhere in Wales or the UK are handled by Zoom or Teams video call.

Does the funding have to come from the county council?

The funding usually comes through the council, but it may originate from the Welsh Government or the UK Government and be administered by the council, as with the Trailblazer programme. If a different public body has agreed to fund your website, call us and we'll confirm whether we can invoice them directly in the same way.

Can WebUp® speak to my business adviser or the council for me?

Yes. We're happy to talk to your business adviser or council officer directly, explain what's included in the price and send them our quotation and supplier details. Call 0800 246 1142 between 7am and 7pm, 7 days a week, or email hello@webup.co.uk.
